Do both oven elements come on when baking?
The bake element is the heating element that is found at the bottom of the oven. Most electric ovens use both the bake element and the broil element in a bake cycle, with the bake element performing 90 percent of the heating.
Does bake use the top element?

A broiler is an element in your oven – usually located near the top – that provides high, direct heat much like a grill. Broiling places food close to your oven’s heating element so that it can quickly cook, brown, char or caramelize.
Should oven element glow red?
After a preheating period on the broil setting, the coil should glow bright orange or red. If you notice patches that are not glowing or are glowing a different color, this is a good sign that you will need to replace your broil element.
Do both heating elements work at the same time?
On a duel element residential water heater, both elements do not heat at the same time. Starting with a tank of cold water, the upper thermostat will energize the upper element.
